TO:HEADS OF ALL STATE DEPARTMENTS AND AGENCIES

WHEREAS, on Sunday, February 22, 2026 at 11:00 a.m. E.S.T., I issued a State of Emergency due to a severe winter storm, which became effective on Sunday, February 22, 2026 at 12:00 p.m. E.S.T; and

WHEREAS, on Sunday, February 22, 2026 at 8:00 p.m. E.S.T., I issued a modification to the State of Emergency, imposing Level 2 driving restrictions in Kent and Sussex Counties, and authorizing further driving restrictions or bans with my consent;

WHEREAS, the severe winter storm resulted in hazardous conditions, including reduced visibility, snow drifts, icy road surfaces, and other roadway hazards that made travel dangerous and created potentially life-threatening conditions for the public;

WHEREAS, the threat of weather conditions has passed, and the emergency conditions no longer exist but cleanup and recovery activities continue; and

WHEREAS, although the winter storm has passed, Delawareans should continue to exercise caution and work to protect our most vulnerable neighbors, especially those who are without power due to outages present throughout the State.
