TO:HEADS OF ALL STATE DEPARTMENTS AND AGENCIES

RE:Amending Executive Order Number 10 to Revise the PACIA Designation for WIOA Title I and Title III

WHEREAS, Executive Order Number 10 established the Office of Workforce Development and reestablished the Workforce Development Board to advance workforce policy and coordination in the State of Delaware; and

WHEREAS, Executive Order Number 10, Paragraph 5 designated the Office of Workforce Development as the Performance Accountability and Customer Information Agency (“PACIA”) and grant recipient for WIOA Title I (Adult, Dislocated Worker, and Youth Programs) and Title III (Employment Services); and

WHEREAS, to clarify roles and improve coordination, it is necessary to rescind the designation of the Office of Workforce Development as the State’s PACIA for Title I and Title III of WIOA.

NOW, THEREFORE, I, MATTHEW MEYER, by virtue of the authority vested in me as Governor of the State of Delaware, do hereby DECLARE and ORDER the following:

  1. Paragraph 5 of Executive Order Number 10 is hereby rescinded and shall be of no further force or effect.
  2. All other provisions of Executive Order Number 10 remain in full force and effect unless and until amended by subsequent Executive Order.
