TO:HEADS OF ALL STATE DEPARTMENTS AND AGENCIES

RE:AMENDING EXECUTIVE ORDER NUMBER 4 TO ALLOW ADDITIONAL TIME FOR THE REPORT OF THE WORKING GROUP DEVELOPING STREAMLINED PERMIT PROCESSES FOR WORKFORCE AND AFFORDABLE HOUSING

WHEREAS, on January 23, 2025, I issued Executive Order Number 4, establishing a Working Group to review, provide recommendations, and create a plan for a “one-stop shop” for development projects that will increase the State’s stock of workforce and affordable housing; and

WHEREAS, extending the deadline for the Working Group to complete its mission will allow time for a comprehensive review of current permitting processes, inform actionable recommendations, and the creation and implementation of meaningful reforms to accelerate workforce and affordable housing development.

NOW, THEREFORE, I, MATTHEW MEYER, by virtue of the authority vested in me as Governor of the State of Delaware, do hereby DECLARE and ORDER the following:

  1. The Working Group shall submit the report required by Paragraph 7 of Executive Order Number 4 on or before December 31, 2025.
  2. The Working Group will dissolve on January 1, 2026, unless reconstituted by further Executive Order.
  3. This Executive Order supersedes any contrary provision in Executive Order Number 4. Except as expressly amended herein, Executive Order Number 4 shall remain in effect.
