Proclamation of Extraordinary Session: Fiscal Legislation

WHEREAS, the enactment of the One Big Beautiful Bill Act (H.R. 1) has produced substantial and unforeseen alterations to the federal tax base, deductions, and corporate and individual tax structures;

WHEREAS, such federal changes have materially impacted the computation of taxable income for Delaware personal and corporate income tax purposes, resulting in a projected revenue shortfall for the State in the current and forthcoming fiscal years; and

WHEREAS, the maintenance of a balanced budget, as required by Article VIII of the Delaware Constitution, necessitates prompt legislative consideration of revenue and expenditure measures responsive to this shortfall; and

WHEREAS, an extraordinary occasion now exists requiring the convening of the General Assembly to consider such fiscal legislation as may be necessary to preserve the financial stability of the State of Delaware and to ensure the continued funding of essential governmental operations;

NOW, THEREFORE,  by virtue of the authority vested in me as Governor by Article III, Section 16 of the Constitution of the State of Delaware, I, Matthew S. Meyer, hereby proclaim an extraordinary session of the General Assembly to commence on Thursday, November 13, 2025, at 12:00 p.m. for the sole and specific purpose of:

1. Considering and acting upon legislation necessary to address and mitigate the revenue shortfall arising from the enactment of H.R. 1, the One Big Beautiful Bill Act; and
   
2. Considering any measures incidental or necessary to the foregoing purpose.
