Family Services Cabinet Council (FSCC)

Governor Carney reestablished the Family Services Cabinet Council to help coordinate critical services for families across Delaware.

The Family Services Cabinet Council was formed to help break down silos and to better serve Delaware families, particularly around education, workforce development, social services, and public safety. The Council works to make the delivery of state services more effective by coordinating public and private services that are often fragmented.

The Family Services Cabinet Council focuses on:

Gun Violence Prevention

The community gun violence project has brought stakeholders together to address violence using a collective impact approach. Strategies include implementing evidence-based gun violence reduction programs, ensuring robust coordination in the gun violence reduction ecosystem, and focusing resources and attention on highest risk people and places.

 

 
Group Violence Intervention

Using a system of case managers to disrupt the cycle of group violence involvement with youth and their families. Early intervention and counseling helps to keep youth from becoming involved in group violence.

 
Working to End Homelessness

Coordinating agency efforts to find innovative solutions to mitigate homelessness in Delaware. Taking a wholistic approach to address root causes and symptoms of homelessness.

Re-entry Programs

Preparing offenders for a successful return home after incarceration from a state correctional institution. Working to eliminate barriers for offenders re-entering the workforce and the community to mitigate recidivism.

 
Dual-Generation Center Learning

Offering a hub for the community to access opportunities in literacy, financial education, job training, and parenting help, as well as state services.

 
Social Service Centers Reimagined

Rethinking the way Delaware delivers social services to residents. Bringing together stakeholders to design a new approach to State Service Centers.


Family Services Cabinet Council Highlights 

Trauma-Informed Care

The Family Services Cabinet Council coordinates with First Lady Tracey Quillen Carney and her First Chance Delaware initiative, and Trauma Matters Delaware to advance the recognition of – and effective response to – adverse childhood experiences and other traumatic events. 

In October 2018, Governor Carney signed Executive Order 24, making Delaware a trauma-informed state.
