Bill Signings – House Bill 102 HA 1 and Senate Bill 60 AAB HA 4

WHAT: Governor John Carney will sign House Bill 102 AAB HA 1 and Senate Bill 60 AAB HA 4. House Bill 102 AAB HA 1 once signed will allow a person who is arrested or convicted of any crime, except a violent felony, which was a direct result of being a victim of human trafficking to file an application for a pardon or expungement or make a motion to vacate judgment. The amendment correctly counts the number of members on the Human Trafficking Interagency Coordinating Council at 15 not 16. Senate Bill 60 AAB HA 4 clarifies that in order to be found guilty of prostitution the person must be 18 years or older. The amendment recognizes that a minor should not be charged criminally with prostitution, but rather, needs services.
