House Bill 328 amends Title 11, § 1334, “Unlawful use of an unmanned aircraft system,” to include harassment and invasion of privacy on private property, and violation of a protective order. Violations of this Act are punished consistent with the existing penalties under § 1334 of Title 11.

Bill Signing – Senate Bill 147

WHAT: Governor John Carney will sign Senate Bill 147. This act amends Title 16, § 3001G, “Administration of Naloxone,” to include all public safety personnel and to provide immunity to public safety personnel. This Act references a general immunity statute for public safety personnel and relocates sections of Title 16, §6801, “Exemptions from Civil Liability,” to provide immunity for lay individuals and public safety personnel that render emergency care. These changes avoid potential conflicts between the immunity statutes and provide consistent immunity protection to public safety personnel throughout Title 16.

WHAT: Governor John Carney will sign House Substitute 1 for House Bill 319. This legislation creates a benchmark for determining when a treatment or service is no longer experimental or investigational. When Medicare determines that a treatment is safe for its population, commercial insurers in Delaware may no longer deny coverage on that basis. This bill will remove inconsistencies for properly-evidenced treatments between payers.
