WHAT: Governor John Carney will attend the 2nd annual Leipsic Oyster Festival. The festival celebrates Leipsic’s authentic charm, its long history as a working waterfront community and the natural bounty its residents have harvested and Delawareans have enjoyed for hundreds of years. At the festival, the Governor will present a proclamation, recognizing the month of October as Oyster month.

Bill Signing – Senate Bill 146 & House Bill 442

This event is open to the press

WHAT: Governor John Carney will sign Senate Bill 146 & House Bill 442. Senate Bill 146 streamlines Delaware’s juvenile expungement code by providing the Delaware Family Court the option to immediately order an expungement in the event that a felony case was terminated in favor of the juvenile (i.e. a juvenile was found not guilty, or the charges were dropped). Additionally, House Bill 442 expands the Juvenile Civil Citation Program to provide law enforcement officers with the discretion to refer any first-time juvenile offender engaged in any misdemeanor-level behavior to the civil citation program. A juvenile who successfully completes the requirements of the civil citation program will not have an arrest or prosecution indicated on their record.

This bill updates Title 26 by ensuring notification of excavation damage to the appropriate State agencies for potential penalties or other enforcement proceedings. It provides that either the Attorney General or the Public Service Commission may enforce penalties appropriate for the circumstances and gravity of the violation.
