WHAT: Governor John Carney will sign House Bill 128. This bill extends the time period for which a member of the Delaware National Guard may receive funding for certain postsecondary education tuition and fees from 10 years after the date on which the member begins the first course for which funds are granted to 15 years after that date.

Bill Signings – House Bill 124, House Bill 7, and Senate Bill 43

This event is open to the press.

WHAT: Governor John Carney will sign House Bill 124, House Bill 7, and Senate Bill 43, a package of legislation that seeks to remove employment barriers for Delawareans with a criminal history. The package will reduce the impact of criminal history on an applicant’s eligibility for licensure by the Boards of Massage and Bodywork; Plumbing, Heating, Ventilation Air Conditioning and Refrigeration Examiners; and Electrical Examiners. This legislation builds on efforts to help provide an opportunity for Delawareans who have served their time to positively contribute to their communities.

Bill Signings – Senate Bill 161, House Joint Resolution 6, and House Bill 220

This event is open to the press.

WHAT: Governor John Carney will sign Senate Bill 161, House Joint Resolution 6, and House Bill 220 with House Amendment 1 and House Amendment 2. Senate Bill 161 will allow law-enforcement officers to share an individual’s identifying information with the Division of Substance Abuse and Mental Health if the officer suspects the individual is suffering from an overdose or a mental health crisis. House Joint Resolution 6 calls on the Behavioral Health Consortium to issue legislative and regulatory recommendations which would increase access to the total number of Medication Assisted Treatment prescribers among all providers. House Bill 220 adds coverage for Medication Assisted Treatment (“MAT”) for drug and alcohol dependencies to the mental health parity laws for health insurance.

This bill authorizes the State and its counties and municipalities to install and use vehicle height monitoring systems (“vehicle height monitoring system”) to assist in the enforcement of applicable State, county, or municipal law regarding motor vehicle size.
