Delaware’s Judicial Nominating Commission


The State of Delaware has a long-standing commitment to a bipartisan judiciary composed of judges of high integrity, independence and excellent legal abilities. Governors of the State of Delaware have been assisted in their search for highly qualified judicial nominees by a Judicial Nominating Commission (JNC) composed of distinguished attorneys and laypersons for over thirty years. Governor Carney issued Executive Order 16 in 2017 that outlines the requirements for individuals to serve on the JNC.

Shakuntla L. Bhaya, Esq

Ms. Bhaya is an equity partner with the statewide Law Offices of Doroshow, Pasquale, Krawitz & Bhaya. She is a graduate of Northeastern University School of Law. Ms. Bhaya started her legal career litigating in Family Court. Her practice is now focused on litigating personal injury cases in Superior Court and in the Court of Common Pleas. In 2017 and 2018 she served as a member of the Supreme Court’s Judicial Improvement Committee which was charged with reviewing all the Courts procedures and developing recommendations for reform that provided a path for efficient resolution of citizens disputes. Ms. Bhaya is present a member of the DSBA’s Diversity, Equity, and Inclusion Clerkship Committee. Ms. Bhaya is a past president of the Delaware Trial Lawyers Association and serves as a member of the Randy J. Holland in of court, Delaware Trial Lawyers Board of Governors, American Constitution Society, American Association for Justice, American Civil Liberties Union, and the Delaware State Bar Association.
Judge William Chapman, Jr.

Judge Chapman is Chief Diversity Officer, Director of Pro Bono Services and Senior Counsel at Potter Anderson & Corroon LLP. He leads the firm’s diversity and inclusion initiatives while spearheading the firm’s pro bono program and commitment to community outreach, including mentoring associates in connection with these programs. Prior to joining the firm, Judge Chapman served as a Family Court judge for the state of Delaware. He also served as Deputy Attorney General for the Delaware Department of Justice.

 

 

 

 

 

 

 

 

Arthur G. Connolly III - Chair

Arthur G. Connolly III is a founding partner of Connolly Gallagher LLP, where he practices Intellectual Property and Commercial Litigation. He is a graduate of Wilmington Friends School, Williams College and Georgetown University Law Center. Between college and law school, he served as a Legislative Assistant to President Joseph R. Biden, Jr., then a U.S. Senator from Delaware. He serves on the boards of a number of local non-profit organizations, including The Ministry of Caring, Village of St. John and Villa Maria at Old Brandywine Village Inc.

 

 

Doneene Keemer Damon

Doneene K. Damon is the president of Richards, Layton & Finger, Delaware’s largest law firm. She focuses her practice on the use of Delaware and New York trusts in a wide range of commercial transactions, and represents banks and trust companies in connection with their trust and agency services under Delaware and New York law. In addition to her key roles within the firm, Doneene has held numerous leadership positions in legal organizations, serves on several boards, and is a vigorous advocate for diversity. A driving force in the community, in 2021 alone Doneene was named among the Philadelphia Business Journal’s Diversity Leaders in Business, the News Journal’s Most Influential Delawareans, Savoy Magazine’s Most Influential Black Lawyers, and a Women, Influence & Power in Law Managing Partner of the Year.

Carol Everhart is President & CEO of the Rehoboth Beach-Dewey Beach Chamber of Commerce. She held past positions in marketing, public relations, as well as recreation and parks for both county organizations and municipalities. Carol is a graduate of the Institute of Organized Management, U.S. Chamber of Commerce, and the University of Delaware.

 

 

 

Lynne Howard

Lynne Howard is a Wilmington resident who retired from a 30+ year career as a public policy advisor, non-profit leader and consultant. In her current volunteer capacity, she is a co-founder of the Wilmington Center for Education Equity and Policy, Board Chair for Delaware College Scholars and Chair of the Advisory Council for the Jane and Littleton Mitchell Center for African-American Heritage at the Historical Society of Delaware. She is a graduate of Spelman College and the George Washington University and a member of the Alpha Kappa Alpha Sorority, Inc.

James has been a member of the State of Delaware Criminal Justice Counsel for over twenty-five years, and Chairperson for the last eight years. He was previously a member of the Magistrate Screening Committee for ten years. He has served as a member of the Judicial Nominating Committee for five years. 9 Handicap.

Yvonne Takvorian Saville

Yvonne is a director with the law firm of Weiss, Saville & Houser, P.A., where her practice is focused on plaintiff’s civil litigation and alternative dispute resolution. She has handled over 13,000 cases as a mediator/arbitrator, has been appointed as a Special Master for complex civil cases in Delaware’s District Court and is an Adjunct Professor at Delaware Law School. Yvonne is a Past President of the Delaware State Bar Association, a two time Past President of the Delaware Trial Lawyers Association, and serves as a member in the Randy J. Holland Inn of Court, Delaware Trial Lawyer Board, Delaware Law School Alumni Board, American Bar Association and American Association for Justice. In recognition of her contributions to the legal community, Yvonne is a past recipient of DSBA’s Women’s Leadership award, DTLA’s Eagle of Justice award, the Kimmel-Thynge ADR award, and Delaware Law School’s Alumna of the Year award. She was recently named a “Friend of the Court” by President Judge Jurden and presented with the Superior Court’s Amicus Curiae Award.

Interested candidates can complete the Questionnaire for Nominees for Judicial Office, located on the Delaware Courts website, when the Judicial Nominating Commission provides public notice that judicial offices are open for an appointment by the Governor.
