Governor-elect Carney Announces Chief Legal Counsel, Communications Director


WILMINGTON, Del. – Governor-elect John Carney on Monday announced selections to fill key staff roles in his incoming administration:

Danielle Gibbs, currently the Chief Deputy Attorney General at the Delaware Department of Justice, will join the Governor’s office as Chief Legal Counsel, advising the Governor on various legal matters, including legislative proposals, pending litigation, and state government appointments.

Before joining the Department of Justice in January 2015, Gibbs was a general partner at the Wilmington law firm Young, Conaway, Stargatt & Taylor, where she focused on corporate counseling and litigation.

Jonathan Starkey will join the Governor’s office as Communications Director, overseeing statewide communications and managing relationships with members of the news media.

Starkey has been the Director of Public Relations at the Delaware State Housing Authority since December 2015. Previously, he spent a decade as a reporter, including six years at The News Journal covering business, state government and politics.

“Danielle is a first-rate lawyer who I’m confident will help steer our team in the right direction,” said Governor-elect Carney. “Her years of experience representing clients and her time directing policy in the Attorney General’s office give her a valuable perspective that will greatly benefit the Governor’s office.”

“No one knows how to communicate with Delawareans better than Jonathan,” said Governor-elect Carney. “I’ve worked with Jonathan for years as a News Journal reporter and know him to be a straight-shooter and talented writer.”
