Soon after we took office, we set down our goals for the
Minner-Carney administration. You can read those goals starting
on page 5. At the halfway point of our four-year term, it is a
good time to reflect on our progress so far. We believe there is
much of which we can be proud.
In education, we have placed reading resource teachers in half
our elementary schools. The stories we hear - about students
jumping two and three grade levels in reading because of the
extra help - mean those children will be better prepared for the
rest of their academic careers and for life.
On the environment, we proposed and the legislature passed an
Environmental Right-To-Know law so citizens are quickly made
aware of pollution in their communities. We called in the
corporate heads of Motiva after a fatal accident and now their
attitude and actions toward safety have changed - as has the law
regulating aboveground storage tanks.
On quality of life, our Livable Delaware agenda for fighting
sprawl is encouraging counties, cities and towns to plan for
growth - and to grow only where they plan.
In health care, we have pledged millions of dollars toward
fighting Delaware's high cancer rate - using as our road map an
amazing set of recommendations put together by cancer survivors,
relatives of cancer victims and doctors.
In the aftermath of September 11, we have worked with emergency
responders, public safety officials at every level of government
as well as private industry to better protect our state from
previously unimagined threats. And, through the Emergency Health
Powers Act and other means, we have worked to improve Delaware's
ability to respond should the unthinkable ever happen here.
