October 2, 2007 – Governor Minner and Lieutenant Governor John C. Carney presented William Bowser with the National Governors Association’s Distinguished Service Award to State Government for 2007 at the Chase Center in Wilmington. Gov. Minner appointed William Bowser as the Chair of her Cancer Consortium in 2002 due to his many efforts in fighting cancer.
