September 7, 2006 – Gov. Minner visited with students at Kuumba Academy in Wilmington to talk to them about Delaware’s Student Excellence Equals Degree (SEED) program. SEED provides free college tuition to eligible Delaware high school graduates at Delaware Technical and Community College or the Associate of Arts program at University of Delaware.
