September 6, 2005 - Gov. Minner signed legislation to implement one of her top legislative priorities for the year - a program that will give thousands of Delaware students the opportunity to go to college for free. S.B. 30, sponsored by Sen. Harris B. McDowell III and Rep. Nancy H. Wagner, establishes the SEED (Student Excellence Equals Degree) Scholarship Program for full-time students pursuing an associate’s degree at Delaware Technical and Community College or the Associate of Arts program at the University of Delaware. H.B. 263 provides the required funding for the SEED program.
