Gov. Minner Nominates Carolann D. Wicks as Secretary of Transportation
Dover – Governor Ruth Ann Minner said today she will nominate Carolann D. Wicks of Townsend to be the new Department of Transportation Secretary. Wicks is currently DelDOT’s director and chief engineer of the Division of Transportation Solutions.
“Carolann has spent more than 20 years with our Department of Transportation, holding a variety of leadership positions,” Gov. Minner said. “Her vast knowledge of the department and its operations makes her uniquely qualified to lead this agency as we tackle the financial challenges ahead and deliver an efficient, high quality transportation system to the residents of Delaware.”
Wicks, 45, has worked at DelDOT for more than 23 years, serving in several capacities, including assistant chief engineer and assistant director for the Project Management Team. She is a member of the American Association of State Highway Transportation Officials (AASHTO) Standing Committee on Highways and the AASHTO Transportation and Education Management Institute Steering Committee. She also is a member of the American Association of State Highway Engineers. Wicks is a licensed engineer and has a bachelor’s degree in civil engineering and a master’s degree in public administration from the University of Delaware. She lives in Townsend with her husband, Ken, and their daughter.
“I’m very honored to have been nominated by the Governor for this position,” Wicks said. “I look forward to working with the Governor and the General Assembly to manage the Department and ensure that it meets the transportation needs of our state.”
The nomination is subject to confirmation by the Delaware State Senate.
