Gov. Minner Sets New Equal Opportunity Hiring Standards for Delaware Government
Wilmington – Governor Ruth Ann Minner Monday announced more stringent standards for Delaware state government in reporting on their progress toward hiring women and minorities.
With the signing of Executive Order No. 10, Gov. Minner reinstated directives on hiring from previous administrations and ups the level of reporting on equal opportunity efforts. Gov. Minner was joined at the signing by State Personnel Office director Lisa Blunt Bradley, as well as by representatives of Delaware’s minority community.
“One major difference between my plan and those of past administrations, however, is that equal opportunity plans for individual government departments in my administration will be even more aggressive,” Gov. Minner said. “I will require each agency to describe what it is doing in a number of outreach, training, and accountability areas to ensure that it is doing everything it can to recruit and retain qualified women and minorities.”
Like the last administration, Minner’s plan establishes a Council on Equal Employment Opportunity that will issue an annual report on the state’s progress in diversifying its workforce. The council will also conduct an intensive review of each department every three years.
The executive order signed Monday will also require each executive department to continue to have an equal opportunity plan. It will continue to require that hirings of high-level merit employees involve interview teams, preferably diverse ones, along with other measures.
Executive Order No. 10 applies to Delaware’s executive branch agencies.
